The song is about people that have polluted the air so much, that some of them decided to go live underwater (have a shelter under the earth) and some of them decided to live at greater heights, to avoid the polluted air.

But in the song, people still do have hope to meet at sea level one day, looking at the beauty of the horizon, breathe the wonderful air of the seaside and smile.
